Abstract
This document presents the application requirements for Integrated Revenue and Generation System (IRGSTM) for the Local Government of Malaybalay, Province of Bukidnon.
Project Overview
This application will enable the local governments to focus on all aspects of revenue operations by combining a comprehensive set of applications that are seamlessly integrated through a centralized revenue management system. The integrated application will ensure uniformity of data, no data redundancy and more efficient and effective access to information to enable more timely and critical business decision making.
It will enable the local government to streamline operations, automate processes where possible, and incorporate workflow management to improve efficiency and accuracy, improve transparency and provide access to services with ease.
IRGS™ is a client/server windows-based that will run on a My SQL server database. Information is centered on the management of city revenues which includes integrated modules on property taxation (Land, Building and Machinery), services and utility billing, permits and development applications, business licenses, and cash collection.

IRGS™ core clients include CASSO, BPLO and CTO with secondary users from the City Accounting, City Budget Office and the Commission on Audit
The objectives of the system are as follows:
- Increase employee productivity through automated processes and minimize redundancy of process flows and information.
- Minimize human errors in computations of real property taxes, business taxes and other fees and revenue streams.
- Speed up assessment and collection processes.
- Allow transparency in the collection of taxes and allocation / budget of government funds.
- Allow timely and accurate generation of required reports, statements of accounts and miscellaneous records.
- Secure the system by implementing department and user level accesses.
- Provide user-friendly interfaces.
- Ensure that the system is scalable and easy to maintain.
- Accept and record all types of payments and collections from taxes, fees and charges from revenue generating operations and economic enterprises, such as real property and business permits and licensing taxes and fees; fees and user charges from inspections, public market stalls, civil registry, engineering permits (occupancy/building permit), police clearances, vehicle registrations, slaughterhouses, cemeteries, legal services, health permits, barangay clearances, community tax certificates; and other miscellaneous fees and charges collected by the LGU.
- Accept and record all types of non-income receipts, payments and collections from local and external income sources, such as internal revenue allotments (IRA), donations, proceeds from auctions, sale of assets, and proceeds from loans, benefits or fund-raising activities.
- Maintain and record histories of all accounts, tax payments and other relevant information.
